Yes the answer is B! Surprised anyone? It surprised me, I have watched Mr.Smith Goes to Washington and as far as I recollect the saying is attributed to Abraham Lincoln. Well as it turns out from the novelist Alex Haley it was a letter written by Frederick Douglass. A man that I'm not fimiliar with in U.S. history who was originally a black slave. I find it surprising that this has been overlooked and credited to someone else. How much does people, both US citizens and others, know about Mr.Frederick Douglass? The comment box will still be viewed. I look forward to any comments people may have on this subject.

Nobody "said" it. Frederick Douglass 'wrote' it.

C) Jefferson, he was the only revolutionary of the three you listed and that comment pretty much sums of their belief of British colonization of the Americas.
It couldn't have been Lincoln since he was trying to uphold the rights of slaves by beginning the Civil War and the confederates were the ones rebelling.
It couldn't have been Douglass since he too was fighting for slave rights but was not rebellious against the government in any way.
