no, and i'll tell you why.

PS1 discs are CDs, and the laser lens in the system is made with different read programming than the PS2. PS2 Discs are DVD-roms, which is a tighter compression rate and the laser lens was adjusted accordingly. Since most lenses in electronics hardware are programmed to read multiple compression sizes, a DVD rom, such as the one in the PS2, would be able to read CDs, but not the other way around.

No if they did that why would you buy a ps2. You can play your old games on your new ps2 but not new games on your old ps1 so you will give them your money to buy a ps2 and they get richer.

no u can't use PS2 games on a PS1 the data stream is coded diff but u can use PS1 games on a PS2
