gouramis can be aggressive toward other gouramis especially if they are the same kind. they will chase each other as if to say this is my place, I'm the boss. 14 gallons is no where big enough for 3 gouramis. Gold gouramis will get 6 inches long and need about 20 gallons per fish

Gouramis are 98% the same as bettas, so they do have similar aggressive tendencies. Make sure that if you have more than one male in the tank, you have 2 females for every male so they are distracted.

14 gallons may not be big enough depending on what kind of gouramis you have.

What kind are they?

There is nothing wrong. Gouramis are extremely "picky" fish. Meaning they will nip at each other, and pick on each other. Just make sure there is no major fin nipping going on and that the two who are getting picked on are still eating well and not just hiding from the big guy. Thats about all you can do besides separating them. Just make sure you have adequate places for them to hide in the tank, such as plants, rocks, etc.

Gouramis do that. They are sometimes classified as semi-aggressive fish. In my experience, they are usually shy and docile, but everyone gets the odd one that is a total jerk (my jerk was a gold who terrorized everyone else.
The big one is trying to establish his territory and is bullying the two little ones in the process. How big is your tank? If you have enough room for it, get a couple more mid-sized gouramis to dilute aggression. You could rearrange the tank decor to erase all the territories and wipe the slate clean, so to speak.

Lastly, if your one gourami will not calm down, you may have to give him away and try to find a more placid one.

Hes showing them that hes the big boss, it natural, especially of the smaller 2 are also males. You may need to take the smaller ones out coz he could bully them to an early watery grave;
