I belong to gym and I workout early in the morning, before I go to work.
There is this woman that peeks through the stall when I'm in the bathroom.
There is usually, no one around and I would hear her, but never heard her go into a stall. One morning, I was looking through the door and wall and I saw her come up and see me.
She saw that I saw her and she rushed out.
Now I keep my eyes out for her. I've told management, but they say they don't know her last name, so they haven't been able to talk to her.
This morning there was another woman that she was talking to and she also came into the bathroom. Not sure what is going on. When I come out of the restroom, she just starred at me.
Any ideas as to what steps I should take?

Honestly, in that last situation, I would stop and look directly at her, then say "What is it? What's going on? Why are you constantly staring at me?" You can't keep ignoring it because it is ruining your experience at the gym, and why should you let that go on? If the direct approach doesn't work, then follow her out of the washroom, get the attention of someone who works there and point her out. Tell that person that you want something done immediately.

You should make a formal complaint. It's not difficult at all to follow up on such complaint. I am a member of a gym myself and it sounds to me like you are not applying yourself here, if you are, you're not pushing the management. When the action occurs,remember her face,what she was wearing,make note of the time, but most importantly...confront her in person. Don't be shy either.
I was once trying to figure out how to text message my brother while at the gym. A lady doing leg curls barked at me for taking her picture and filed a complaint with the desk that very moment after snapping at me. They got my name and my member id. I also showed the desk person that my phone didn't have the capability to take pictures.The location mgr followed up later that week via phone. I told him the truth. He would relay to the complainant that I didn't have that feature on my phone and that I was trying to message my brother. The worst thing about this episode is that I'm sure the lady yapped to her friends that I was taking pictures with my phone. I'm a regular and it's very ackward for me when we are both working out.
You should confront her immediately after it happens.Get her name and inform the desk person of what happened.Make sure they do some type of paperwork to document it.If you don't feel confortable confronting her, then report the incident anyway and make certain that you give them the time of incident. Most gyms require you to scan your membership card upon entry and they can use her time to verify that she was in the gym that day. A suggestion you can make to the mgmgt is to display the gym's policy on sexual harassment (if they don't have one, they need one) throughtout the gym and make it clear that violations will result in an immediate ban from the gym.

I can't believe the gym would not know the name of this woman She is a member so they would have records. Perhaps you can rearrange your schedule for example go into work early and take a longer lunch or leave early and go work out then she will not be there.

Wow that is really scary. I think you were right to tell management. Can you point her out to management and tell them to ban her from enetering the locker room while your in there? the only other advice i can think of KEEP YOUR EYES AND EARS OPEN. Also you could go right up to her and embarass her in front of ppl and say " I saw you looking at me in the bathroom stall. whatever sick crap you've got planned you better just back off ! " she will be too embarassed to do it again!

No one will do anything if it's a woman. Women are now largely considered above the law, and fall under a new system called Feminist Jurisprudence.
Under this system, they're considered to not have the gene associated with wrongdoing.

Do what ever you want but do not corner her or offend her. You know why ? She can accuse you of harrasing her and when she did not respond you are taking revenge. I know stories like that.
