No. The US Constitution has a supremacy clause. This basically states that it over rides another state, local or national law. The 10th Amendment does give the states the right to decide all matters not reserved to the Federal government.

Absolutely not. The opposite is true.

The states are sovereign, only to the extent that they operate under the constitution of the United States of America.
