Scrape the paint off of the glass if it is oil based.

You might try blow drying the glass side of the picture to heat it and see if it will let loose.
If not, you could take it to one of those photo repair places or to an actual photography studio (where they do custom framing) for help with it.

iron the glass with a cloth over it on the steam setting.
