Valencia and Barcelona are wonderful places to go and contrary to what another answerer has said they DO speak Spanish.
They both have other languages, Valencian and Catalan, which are their local languages but they also speak Spanish which is the official language anyway (even though Catalans don't like to think so).
As a courtesy to outsiders (and this includes other Spanish people) they will always speak Spanish to you if you don't speak their own language.
Don't be put off visiting these places because of their bi-lingual abilities. You can still learn and practice Spanish there.
I would strongly recommend you look into going to Valencia. A vibrant city with lots to do and a lot to learn.
I hope you enjoy your trip and that this helped.

I studied in Sevilla, which was really beautiful. It's about an hour from the beach. Valencia and Barcelona are on the water, but they do not speak Spanish there. So, if you are looking to learn Spanish those places may not be the best.

Malaga and Cadiz are nice coastal towns, but i don't know if there are any universities there.

You have the ASB (American School of Bilbao)....

in the north coast, good school and lovely beaches nearby...like sopelana.(http://frussurf.com/playas/sopelana.htm) and (http://www.sopelana.net/) have a look!

but I think the better way to find exactly what you look for is to contact the council of international schools

good luck!
