I think a phone rings at the beginning of girls just wanna have fun by Cyndi Lauper but I'm pretty sure that was like in the 80's.

I know a song by Selena that starts like that.
It's Spanish and it goes like this "no me vuelvas a llamar... te vi con ella, no lo puedes negar". Can't remember the name of the song, but that's how it goes.

I can assure you that "hangin on the telephone" by Blondie started with just such a sound. but that was the eighties.
