1. They're asking a question for reasons other than to get answers (killing time, being snotty, etc.) and they don't care - the point of the question was to annoy or amuse people.
2. They're unable to decide which question is best because they all appear about equal - either all good answers with none standing head and shoulders above the rest, or all missing the point. I've run into this, and I have to let it go to vote.
3. They forget they've asked it.
4. They go away on vaca or something.

Well i am not sure. This question has been asked before because i thought about asking the same thing.
I mean I have answered 180 questions but only like 12 have been resolved? maybe?
The only time I have not chosen a best answer was with my 1st question, becaues I was new to the whole thing. So this may be the excuse. People who don't know how to use it.
I think everyone should choose the BEST answer as soon as they log on after the "4 hour period" I mean you only get answers within the first hour or so. So just choose one. Its not that hard!
Some people say its too hard to choose between two and you will leave it up to voting. Voting doesn't work. Many questions hardly get voted on. Plus, if you have a heard time picking one, pick the 1st decent answer that was posted.
I think YAHOO! Answers should make it so you can find all the questions in VOTING at once....like have a voting page....so you could go and vote for best answers. Otherwise it is hard to find quetions in voting. Therefore, more BEST ANSWERS would be picked.
Plus, I wish people would actually pick the BEST answer. Even if you don't agree with them. You know what I mean?

The kids doing homework definately ought to - they are checking back in in time or thier homework would be late.
As for me I missed a few just because I was waiting hoping for more answers and input but accidently went past time.
I did vote on my coice for best answer to those questions.

To be very frank first come to " motive", next how much is he interested in sharing and gaining knowledge. If he knows the exact answer, e.g 2+2=4 than it's OK. but if the answer is not according to his expectation/motive although correct and best, he will not choose it as the best answer.

Sometimes I can't decide and I let the others choose.
