Ponderosa Road connects from Canada to Mexico. Supposedly a secret route developed by the Army Corps of Engineers during World War II to be used in case of main routes being cut off. I am looking for the history and facts surrounding this road, some of which is paved and used, some is dirt or gravel, some accessible by 4WD.

I am very dubious about this. It makes no inherent sense and is unsupported by any evidence. I would suggest that you contact a) the ACE history people CEHO@usace.army.mil , b) the California Department of Transportation http://www.dot.ca.gov/writeus.htm and c) Professor Bruce Seely bseely@mtu.edu who is a very distinguished historian of the US highway system.
Good luck.
