no, no. The best way to make an eye colour stand out is to use a contrasting eye shadow colour. Try orange or pink, or a light tan/gold. This will make your eyes pop!. Also, try refraining from the pitch blac mascara, use a deep brown or umber. To make the green stand out in your eyes, use yellow eyeshadow with that black mascara you like, with thin black eyeliner (to look naughty) or without any at all (to look nice).
If you have brunette or black hair, make golden blonde highlights with a touch of brown or even red if you want to be extreme. If you are blonde, downplay your hair by adding some brunette undertones. the hair colour adds pizzaz to your eyes, you won't believe how this works.
Wear blue-toned or yellow-toned clothing. stay away from grays and dark reds/hot pinks if you change your hair colour. If you are completely blonde/platinum, use brighter colours.

brown eye shadow will bring out the blue. use black eyeliner above the lash line and in the rim of your eye then apply some thicking mascara to the top and bottom lashes. try a little white eyeshadow in the corner of your eyes to lighten them and a little white eyeshadow near the brown bone to highlight

You need to wear a complimentary color. Complimentary colors are colors that are across from each other on the color wheel. Something with a orange or red color would really make blue/green "pop". Wearing blue eyeshadow will actually make your eyes seem dull.

well nuetrals most likely wouldnt help.
But try using teal.
Go to the makeup section in the store and they sometimes have eyeshadows for certain eye colors.
But I would try using dark teal on the bottom of your eyelid.
and then getting lighter as you go up on your eye.
then below your eye using a very light blue just lining the bottom of your eye. a little lower then where you put your eyeliner.
This should bring them out nicely.
and maybe not black eyliner more of a sage or something.

first of all, never wear eyeliner on the bottom by itself. it will only serve to make you look tired and make your eyes look smaller. you can wear eyeliner on the top lid by itself or in combination with the bottom, just make sure the bottom line does not look thicker than the top (the top line can be the same or a little thicker than the bottom). i have a similiar eye color as you and i think a taupie-gray or reddish-brown with some shimmer in it makes my eyes stand out the most. good luck!

wear eyeshadow colors that will accent your eyes. I say sine you have a bluish greenish eye
color I would pick browns and golds. Also but a LITTLE bit of eyeliner under your eyes and a little bit of mascara to hince up your eye lashes.

almay brand has a line of eye makeup targeted for specific eye colors: blue, brown, hazel, and green, so maybe go to the store and look at what they recommend, and pick out those shades in your favorite brand

Do you have anything else to worry about? >:*( Kidding! Wear blue shirts more often. They might bring out your eyecolor. Also, use the Almay stuff that brings out blue eyes. Good luck.
