No, they cannot "unauthorize" a war. But, any money that is not in the budget that the President wants for the war effort must be approved by Congress. They could demand more accountability for the extra money, and could refuse to approve the extra funds.

I really do not know if they have the Constitutional authority to unauthorize war. Senator Joe Biden (D-DE) who is on the Senate Armed Services committee was recently quoted as saying that they really can't do anything to tell the President how to run the war effort as they authorized the war effort. Congress could cut off funding for the war effort which would, in effect, end the war. However, Democrats in Congress would then be accused of not supporting our troops by cutting thier funding and this would look really bad.
I personally don't think there is anything Congress can do under the Constitution to stop the war in Iraq, unless there was a provision in the original authorization allowing them to stop it.

Actually yes. Withdraw (or repeal?) the AUMF resolution. ( I hope I got the acronym right?) I believe that ANY mere resolution by Congress to delegate war power is in itself unconstitutional, (and a sane Supreme Court should so rule if given such a case), but unfortunately there has been too much precedent going the other way.

I do know that Congress hold the check book, so even if the President utilizes the military, he would be hampered if Congress decided not to approve the amount of money that military would need.
