I have a feeling that this law would not make it through the Liberal Congress though.

The President does not have the power to change law.Only the Congress can do that.I think that there should be a law or bill passed that gives health care to the poor.

Since the President does not change law, that is the job of Congress, I would not change any law. I may support changes to laws, but I could not unilaterally change the law.
