I like Ian Thomas, great name for the first son.
How about Evan Michael Boyer.

Evan and Noah are the best options here. Ian is a compact name with a lot of punch, and Noah and Evan have that as well. Tommy is dated, too nicknamish and definately not similiar in style or sound to Ian. Dominic is also too different and seems like it's the complete opposite of Ian.
*Evan and Noah flow perfectly, and Tommy/Dominic are completely wrong.*

Why do you need a complementary name for Ian? Let the second boy have his own identity! After all, he will be his own individual, and not a shadow of his older brother!
My guess is since Ian's middle name is Thomas and you are considering naming the second boy Tommy, that "Tom" must be the father's name. This reminds me of a family I knew that had two daughters, Joanne and Joette, before having their son Joey. ONE GUESS what the father's name was!!
If I had to pick one of YOUR choices, I would go with Noah. Noah Boyer sounds like a good name. It is how he will be known the rest of his life.

I really like Noah and Dominic, although Evan and Ian sounds cute together! What about maybe combining some of the names you like?

Evan Dominic.....any of those sound nice together. My personal favorite would probably be Noah Evan. Good luck!

You could always combine the names that you do like for some interesting names. I really like Evan Thomas Boyer. Even though Thomas is first son's middle name, it looks and sounds so distinguished and proper. I also like Evan Scott, Evan Christopher and Evan Dominic. All three go really well with your last name and they all flow really well when you say them. Congratulations on the new baby!
