I hope that you are referring to 'indians' as professional and smart, not 'cheap' :)
Anyway, indian or not, what you are looking for is to outsource your development work. When I need that, I just go to www.rentacoder.com
This website is a perfect "outsourcing marketplace", where you can hire highly professional developers (some of the being students from all over the world). They will do your program perfectly, and you will be most probably pleased with the result.
Check it out, it's awesome!
I'm pretty sure there are other outsourcing sources for development work online. rent a coder is the only one I personally tried before, and the result was extremly satisfactory (the quality was perfect, and the job costed me 5% comparing to the local market).
