You can tickle yourself but to have the true sensation of a tickle there needs to be skin to skin contact with another human being, it is to do with us being social animals especially when we are little and dependant on others to take care of us.

The only place you can tickle yourself is on the roof of your mouth. Otherwise, I guess that your nerves know that you're coming so they get prepared unlike when someone else does it to you.

Besides that, the nerves in your brain will alert you before you make any move to tickle yourself elsewhere, unless you use a light touch, it's nearly impossible...

You can't seperate your mind from your body. The Body anticipates where you are about to touch yourself and automatically prepares itself. When other people tickle you it's random and you have no way of anticipating the next touch.
