if the bulbs are new and you're sure the ballast is working ok, it should not be a problem to see waves in the lights....they might need time to warm up....but if it persists, you may want to check the ballast

It's possible you have a bad bulb, but the more likely problem is that it isn't put in just right. When the bulb is not making a proper connection, it sometimes acts like this. Try turning it a little more and see if this takes care of the problem.

Sounds like the ballast is old. The ballast is the thing inside the unit that looks like a transformer.

They might be in a room that is too cold and they are about to shut themselves off.
