I would guess this is to monitor traffic speed and number of vehicles that use that part of road?

Please give me details of exactly what they are, what they do and which organisation lays them.

Could the police use them to see whether people speed along that stretch of road?

This is a good question. The double wires are actually hoses. Remember the hose that rang the bell at the old gas stations? You will also see them at pharmacy windows.
The hose creates a pressure pulse that the BOX on the side of the road is counting. When you see a pair of hoses, they both go to one box that is also counting the time lapse (in milliseconds)for your front tires to travel from one hose to the other, and this is how your SPEED as well as your presence is detected.
The boxes are usually placed by the highway dept. Most of the time it's due to there being a high number of crashes in that stretch of highway, or complaints. Sometimes to gather input for construction projects.

That's basically exactly what that's for. The town is trying to monitor the amount of traffic at that point or intersection. It's not to monitor speed.
They may be debating whether or not to put a traffic light over in the area.

sometimes the wires are laid to count traffic patterns and speeds of vehicles - it would be the municipality in charge of putting the wires down and collecting the data

usually the state, county, or city highway or roadway department lays them to moniter traffic on the roads. they use this to determine which roads they will repair or replace first. depending on how bad the road already is, how often it gets used, how fast people go on it, and how much longer it will hold up at that rate of wear at that rate of speed.

On hiways like 101 you will see these wire installed and cameras too. You can see traffic on the internet , which gives you speed and traffic condition, like accidents and other reported conditions.
