If you're already signed up for an account but your ip isint working you might wanna change the ip settings from auto to manual or manual to auto. If that doesn't work contact microsoft. They reply within 24 hours.

For Xbox live you need a dedicated high speed intranet (Yahoo DSL, Roadrunner, etc.). Then you can go buy a starter kit (no more than $60) which includes a card with a number, From xbox menu (without a disc menu) choose xbox live with intranet plugged in. I think you'll also need a credit card too.

Once you have it hooked up to a modem you can use your credit card and buy it but I would go to a video game store like EB or Gamestop and purcase a year subscrition there since you get a headset with it. If you don't have high speed internet call your phone or cable company and ask them.

Do like the other person said, check your settings. Make sure it's first set to auto! Alwayssss have it set to auto unless your provider wants you to switch it to manual or you know what the hell your doing in there lol. Reset your router, and try again. If you still get the message you can normally contact Xbox customer support, who normally end up telling you to end up contacting your service provider.
