It reads dvds but not cds. I've tried both a cd-r and others. Whenever I reboot, I get a message which reads:
"Application failed to initialize:0x800106ba. A problem caused WIndows Defender Service to stop. To start the service, restart your computer or search help and support on how to start a service manually." I'm guessing this has something to do with my problem.
Please help soon!

Sounds like program/ driver errors, i would just reinstall the program and drives and take it from there

try turning off the windows defender then try again, a dvd burner will read cd perfectly, if that works get rid of the defender and download a fresh copy. hope that helps
