A flood plain is an area in which flood waters go to accumulate and disperse in periods of flood. Thus, it is extremely valuable in the prevention of property damage, loss of life etc. When humans build on natural flood plains water during periods of heavy rain and flood conditions have no place to go and invade the habitated areas. Flood plains also help to distribute surface water to ground water.

Flood plains are the flat areas near rivers, when rivers have not been contained within banks they will in times of high rainfall overflow onto these. Man has made use of them to graze cattle and grow crops, as these areas are very fertile, due to silts deposited on them by the floodwaters of the river.
In many areas housing has been built on flood plains, you may have noticed on the news from time to time the many houses that have been flooded when rivers have overflowed their banks.

If you own a land being flooded regularly, you can plant on it this kind of shrub called Osier, as this is their natural element. Once a year you can have it cut and sell it to people who would make baskets or furnitures in Osier.
If you live in Louisiana, it would be a good idea to substitute plastic bags with osier baskets. Prettier too and more functional.
Cheers.
