Yes it is, because the government is starting to go after online preditors. They are just sick, have you everseen dateline? They do shows on this all the time, if you encounter this, report them, and if it continues the webmaster will HAVE to take action.

I don't know what you would consider "in a sexual way". If you don't like it you could block them. Tell the person you don't like it and if they continue then, report them. I don't know if it would be considered sexual abuse. You sound like you're considering a lawsuit. Just block them.

it isn't sexual abuse, it's sexual harrassment. Tell them to stop speaking to you that way and send a message to the site administrator

if it makes you uncomfortable, and you've asked them to stop then yes, it could be considered abuse.
have you reported them??
some of these guys are dangerous and tend to prey on young girls.
be careful of who you talk to on-line. not everyone is what they seem to be.

it's harrassment more than abuse; it becomes harrassment only if they still keep on after u told them to stop. complain to the admin & press the "ignore" button
