If you are talking about Semi-Trucks then this may be why...
Back in the old Highway days when family's took to the road for summer vacations they would put a sign in the window that said, "Ohio Bound!" or where ever it was they were going. Truckers would watch out for those families that were headed towards the same desitination as the trucker. The driver was curtious to the Trucker on the road. As the kids road in the vehicle with the parents they would stick their arms out the window and pull their arms down. The Semi-Trailer driver would honk his horn. The reason is that at one time Semi-Trucks use to have a cord that hung down from their enterior roofs that when they pulled it, it would sound the horn on their truck. After a while some Truckers got irritated by kids asking them to honk their horns. We just arrived from Europe after many years and I taught my child to do this and some truckers ansered her call and some did not. My DH thought I was nuts but was quite surprised when the trucker replied with a happy honk. My Child thought that was awesome.

HORN OK PLS means that "baja horn nikal forn" it means if any budy wants to overtake the trucks, then he shld apply horn and they will give u a side

It is actually 'Horn Please' and 'OK'. Just so happens that OK is put in the centre for convenience.
Horn please is to ask you to horn before you try to overtake otherwise truckers never see any rear view mirrors. 'OK' is to ask you to calm down if you are honking too much
