Can anyone name any countries that at LEAST have frigid winters (if not cold for months bvefore and/or after winter,) and are suffering in some way? Like perhaps from a war? Or that are poverty-striken? Just name a cold, European country that is suffering, maybe even has many abandoned locations. This might sound like a silly question, but can anyone tell me any?

You need to get out to Eastern Europe to see some povert-stricken countries.
Your man above suggests Russia.
I would add Romania and Albania as well.

Elle - thanks for the "DUH". If you want to be utterly pedantic, Russia stretches across Europe and Asia (Eurasia) but the question was about Europe and part of Russia is indeed in Europe. So, "DUH" yourself !

Modern Russia might fill the bill. The population is falling everywhere, especially in the Far East. This would lead to abandonment of some areas, even West of the Urals. There is a birth rate that is far below the so-called replacement rate of 2.1 children per woman. Also, the life expectancy has fallen into the 50's because of poor health care and alcoholism. And there's no doubt it's cold.
There are no Western European countries that fit your description.
Mountainous parts of Pakistan after the earthquake of a couple of years ago might qualify.
