you cant compare a PC to any console because they have completely different methods of running games. if you were to buy a PS2 emulator and put it on the best PC for sale it wouldn't fun more than a few due to the harsh requirements of processor speed. anyways to answer your question, if you have the patience to download drivers and upgrade hardware every 6 months, PC is your best bet.

The overall advantage of consoles vs computers is the fact that the console is garuanteed to be able to play the game without having to update your drivers or system. The 360 has graphics that are favorably comparable to a computer and the response of input is greatly increased. the simplicity of the controls also weighs heavily in the 360's favor, although some people like to have their fingers dance over a keyboard rather than gripping a controller

Well the 360 has just as good visuals as a 2000$ or more gaming computer. If you wanna spend that much great, but the 360 is so much more of a sensible choice as it was made to play video games. Plus it has gears of war, freaking sweet.

If you only measure power then there is no console that can beat a PC, regardless of what manufacturers may say.
Consoles have the advantage of price tag and ease of use, but lack upgradeability or the ability to do anything else.
