Yes. The MINI Cooper is designed to be a four-seater, however small the back seat may be. I have a friend who owns a convertible Cooper, and I've sat in the back seat.
I will say, however, that legroom is a little bit cramped. At 5'9", I'm not tall, but i'm not short either, and I was feeling a little crowded.
In addition, if you're a girl and you have long hair, you won't want to sit in the back seat of the convertible while the top's down, unless you have an effective means of keeping your hair tied up. More than one of my friends who has ridden in the back of the convertible has complained about their hair whipping them in the face, particularly at higher speeds. This is actually why I started having to sit in the back seat; my female friends refused to sit back there with the top down.

Yes, there is room. Went on a roadtrip in it. This hadn't been mentioned yet but a feature the front seats have is a lift you can pump up and there is even MORE room for back passengers feet!

Aren't they 4-seaters? I'm pretty sure that this means, by its very definition, that you can put as many as four people in the car, and drive. If there is a back seat, then you can put people in it, and drive the car.

Yes, it is certainly possible. It is cramped though and I would not recommend it for long distance driving.
