Operations are driven by Intelligence. We have been operating in the Horn of Africa for a while, now. This is not something that just popped up overnight. This is legit. It's been coming.
I do consider the timing rather "fortuitious", however.

Could, but not likely. It's the Generals who bring the plans to the President for authorization. Conservatives said the same thing about the Clinton use of Cruise Missiles in the late 90's as they claimed he was trying to distract people from the Lewinsky thing.
I am definitely a Bush basher, but this was not politically motivated.

Basically it is the classic political bait and switch. Tomorrow the president wants to introduce his new plan for Iraq. Hmmm, how do they cloud the picture? Let's attack another country so everyone is so distracted they really don't know what the real news is.
