Yes it is possible to build a tranforming ship. Russa built ships that would fly 60 feet off the water and do 345 knots. It was huge and had 10 jet engines powering it. I saw a show on this Wednesday the 10th. on The History channel. It was built to fly under enamy radar and carry troops and supplys right up to the beach.

Yes, they are called Amphibious Aircraft. They used to be quite common before lots of good runways where available, say before the 1940's. The body of the Plane was shaped like a boat hull so they could float, but they also had retractable wheels for landing on terra firma. these were still aircraft, and air was their element; they tended to be somewhat ungainly on land or water.
