In the "meta tags" section of the header of the page, include some of the words you would expect people to search for to find your page. For example, if it is a page about dolls, you might include "dolls toys. Barbies, play, girls", etc. More sure those same words are repeated in the body of the web page. Search engines will give you a higher listing if the keywords appear often in the page itself. (You would want to use "doll" a couple dozen times).
Then get all your friends who have web pages to add a link to your page. Most search engines have programs that do nothing all day but follow links and recording the pages found. The more links, the sooner your page will be found and added. The more links, the higher listing it will get (will appear to be popular).
Finall, be patience. With the size of the Internet and as often as things change, it often takes 3-5 month for a new page to make its way into the search engines.

You need to purchase or register a free domain name i.e ( a www address ) then you need to register this address for listing with search engines.
Most search engines today use crawlers to scour pages and update their listings automatically, but its far faster if you just add your site to search engines manually.
It depends on which search engine you want presence on, as they will look at different things, such as keywords in BODY of your page, or will look at META data in your header.
Appearing at the top of the lists in a search engine is rather more difficult, if that is what you are asking? Do loads of companies specialise just in search engine optimisation.
Hope this helps.

You don't! If you are using a host (that is a hosting service you pay for), you can usually "submit" your site through them. On the other hand if it a site that is a "free" site then you will have to submit your individually submit to the different search engines. if they are still taking unpaid submissions. As far as I know you do not submit through "FrontPage".

Under the 'properties' for the page you're working on, there's a section called 'keywords'. Put in every word there, separated by commas, that you think will be pertinent in the search engine

you dont, search yahoo for search engine submissions then start to do the work...google & msn will find you but it takes anywhere up to 3 months unless you pay for keywords.
you can list your site on the web directories but be carefull a lot that claim to be free will want you to pay to list in there directory.
http://www.tradersreview.co.uk allow free listing for businesses and none profit groups charities and the like in there community directory. you can always add your local community services on there site too..

you need a host first and i think they explain on their websites and I know someone who paid for hosting. Google tags are put on the website and the more clicks of your website to google the higher you go up the chain. Not sure aobut cost so check out google.
