the governor is built into the base of the carb,you would need to replace the carb with one for your size engine

You don't say what vehicle you have, but some governors work off the distributor along with carburetor controls. If that is the Case, the distributor and carburetor will have to be replaced.

look and see...I mean what is it that stopps it from going .. a stop on the carb?[i assume it carbed] or maybe an electronic control on the speedometer.
