my bathroom sometimes smells like new jersey.

If your toilet is functioniing properly, then I highly doubt gasses are entering through there. Other drains in your home could, though. Check you sinks and tubs/showers...........

Septic Gas?
In my experience it can back up. You may need a professional to help you, the drain may be blocked somewhere. The gas is highly toxic, you may want to act quickly and air the house as far as possible until the problem will be resolved.

As first aid, you may add Red Star active dry yeast from Safeway or similar to your commode, ideally every month a small package (about 2 table spoons). It has helped to keep the bathroom free of smell, for good, when done regularely. When forgotten, a repeat with two packages helped. Sprinkle 1 package of yeast into commode, flush, wait until water tank is filled up, flush again. Done.

As long as there is water in your trap no gasses can travel through it.
