It's a USB port that provides power by routing it from the computers Mainboard. This means it is restricted to supporting low powered devices.
High powered USB devices would need a self powered USB hub.

Keith gave a pretty good answer but he did not explain it very clearly.
A computer powered USB bus does indeed provide all the power nessasary to supply any USB device.
What has happened however is that the USB platform has become tremendously popular so you may have more USB devices than you computer has inputs/outputs for, so you get a USB HUB with will give 4-8 more connectors. This is when the computers bus is unable to supply enough power for all of the devices. Therefore your HUB must have an external power supply to give the devices the power they need to operate.
If you think about a USB camera for example it does not plug into the wall for power, so it must be supplied by the hub.

If I understood your question correctly, it means the port is being powered by the voltage supplied by the motherboard.
This is important cause some USB devices will require more voltage to work correctly.
