When ever a direction is given to a wind, it refers to the direction it is coming or blowing from.

Examples: "A north wind" means the wind is blowing from the north to the south. "Southeast winds shifting to the west" means the wind moving from the southeast to northwest will change and blow from the west to east at a later period.
