You can always come up with life experience for a resume, like calling lawn mowing at home "Personal Lawn Maintenance" . You can get a resume online free, or go to a resume writer, they are only about $20. Look in the phone book under Resumes. A lot of people will do them for you.Or, look for an entry-level job with someone like the US Forest Service or Park Service. They have summer jobs that pay and house you all summer, like Firefighting or Recreation work in campgrounds, they will train you up, and you will have some experience to put down after a summer!

Put in an application. You will not find a "good" job without a resume. Just put one together, there is no reason not to have a resume with templates being all over the net and a lot of books in the library.

You can look for jobs many ways.

Monster, Careerbuilder, HotJobs, etc. And your local newspaper.

My suggestion is however to put together a resume. It's really not that hard - - programs such as Microsoft Word have resume wizards available that place the information for you.

If you do not have relevant work experience, then focus your resume on your education. For example, certain classes that you have taken (high school or college) and emphasize certain projects done or lessons learned.

If you do not have secondary education, then boost your job experience by explaining in detail certain responsibilities and on-the-job accomplishments.

Websites like Monster have great references available to further assist!

Good luck!

I don't think that there is a "best way". Most places are going to ask you for a resume (unless you're going to work at McDonalds or in a retail store). If you want to actually earn money, I'd suggest that you take the time and develop your resume. It WILL be worth it.
