The Second Amendment deals with that issue but does not specifically say who can or cannot own a gun.

Well, the US Constitution states in the Second Amendment:

"A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed."

The US supreme court has deferred to the states to establish criteria for owning a gun, but there is no over all federal standard who can or can not own a gun
