Yes, you can receive the messages, but typically you have to be in a digital calling zone. If you're in analog (especailly roaming) it won't work.
What happens is that your phone connects up to the network when you turn it on and it will download any of the text messages that you have received since the last time that you turned the phone off.
This is true of voice mal notification and in some cases email as well...

It really depends on the company, some companies put your message in a que until your phone gains signal back with them, others don't.
If it is in a que, it will be behind any other messages that were sent to other users while their phone was off, it could take 5 min, or it could take a day... Thats why I prefer Yahoo! Messenger, lol... Phones are for talking!

I receive all voice and text messages when I power the phone back on after being turned off.
But all missed calls are truly missed if the phone is powered off.
I have Cingular service.
Therefore, I always leave my phone on.

Your cellphone would not acquire them (how canit when it is switched off?) but the messages are held on the SMS server at your provider, then when the cell is switched on the very first thing it does is to perform a look-as much as the server. It is just like gathering electronic mail.

You should be able to receive text messages... you have to remember all providers are different but I would say that it shouldn't take more than 5 minutes for you to receive it once turned on.

On my Alltel when I turned it on it would show me if I had any, then I'd needed to go to the text and check. On my Cingular, it comes up automatically once I turn it on.
