A localized keyboard is simply one that is specific to your country and language. US English is different from UK English, for example, so slightly different keyboards are needed. Spanish, French & German are all different as well (accents, diacriticals, etc.) and need somewhat different keyboards.
So, from that perspective, EVERY keyboard is localized.
