Practice makes perfect. Try playing an older FPS (like Goldeneye for the N64) until you have a firm grip on the game, and repeat with a different game. Once you feel you have a firm grip on a more recent game (like Gears of War or Halo), then play with your friends. Pay attention to what they do as well as to the game. You never know what you can learn.
Also, there are a few basic but necessary skills to learn in just about all FPS games.
1)Aim. It is of the utmost importance. You can't beat your opponent if you can't hit them.
2)Maps. The better you know the maps in the game, the better off you are. Knowing where weapons spawn, good places to wait or hide, excellent vantage points and so on is always good.
3)Weapons. Know the game's weapons. You should know how big the clip is, the rate of fire, the amount of damage they deal, their ideal distance, and any other special uses the weapon might have.

I never practice for fps games to get better. In my opinion the secret is playin online with your friends. The more you play online with your friends the more fun it gets. Eventually you wont even notice your getting better because your having so much fun. I play X360 fps on xbox live and played battlefield 2 on computer, all of which i played with friends. Not everyone can be great at fps but everyone can enjoy it. And if your talking about counter-strike, thats not the best game to start out with in my opinion. I suck at CS but can play extremely well in Gears of War and Battlefield 2.

The only way to get better is play more. I started at the basic old game Half-Like, doom...etc. But I guess you could get better by playing the newer games.
But anyways practice,practice,practice

Play against a wide variety of people so you have an idea of how they play, and maybe steal a trick or two from their playbooks.

Stop sucking. Play the game and quit complaining when people kick your ***. They have a little trick up their sleeves, a little one-two knockout combo, if you will. It's called "skill" and "talent". If you don't like being so bad, stop playing. You make me sick.
