They addressed this issue in the comics many years ago. Amongst all his other abilities, Superman can use super hypnotism, he hypnotised everyone into not noticing that Clark and Superman were the same person.
It's a bit dumb but can anyone think of a better reason?

It's a continuing joke in all the films and spinoff series...no one ever comes close to recognizing Clark as Superman, even though it should be obvious to even the most near-sighted person.

Do you think superman put his big pants on the outside the first time rushing in a tight phone box?(like when you put your top on the wrong way) and then had to carry on doing this because people thought that was his look and he was too embarrassed to tell them.. They still make me laugh,And his red boots, And that kiss curl! ha ha ha

well i think the director chose to keep it like that because if lois knew that clarke was superman, then she wouldnt act so interested in him. i mean just imagine it, if lois knew that clarke was superman, she would depend on him more because he is closer to her than superman, making him become more of the hero than supperman because to lois, superman would just be the ordinary clark kent. well thats what i think anyway.

Truthfully, everyone in the D.C. doesn't recognize that they are the same person, even though the only difference between them was a pair of bifocals.
But, I think that it has to do with persona. See, Jal-El/Superman has to try to convince everyone around them, that he doesn't have any superpowers, so he has to just act feeble and weak to others around him, so that he doesn't really give away his actual nature.

It is pretty weak, but it was more than the glasses. He stooped to appear shorter, he spoke in a higher voice, he slicked his hair back and he, of course, acted mild-mannered. And like many females she couldnt see past his appearance / act to see the Superman within.

It's only a film. I know lots of people that look different without their glasses on... and wearin their hair differently... even if it only is to the other side or swept back.

It's also only a movie...suspension of disbelief. I kinda like simple things like that in a movie. Brilliant take off of that in the Mystery Men.
