I am anemic and always cold and because I know that I take it into account especially during the winter...I wear layers of warm clothes and keep sweaters and jackets with me at all times...there is a lady in my office that LOVES cold weather and always turns the heat down so the temperature is literally in the 50's...it gets to the point where I have to put on my winter coat, gloves, hat and a scarf to function...I realize that I am anemic but I think the office should be kept at a comfortable temperature, the other employees get cold also but not nearly as cold as I get since their systems hold heat, we have all complained about it in the past but she never listens.

I assume this is a small office, so I would go to your office manager (or the owner if the office is really small) and try to take a person to back up your complaint. Let the OM know your medical situation (no problem since it really doesn't affect your performance), what the problem is and suggest a temperature that would be comfortable in the office for everyone...also remind/suggest the cost efficiency of keeping the thermometer at a more agreeable temperature.
I suggest just like at home, if you keep the temp setting right around 69-72 degrees, everyone in the office should be comfortable all year through.

Office temperatures that low are completely unreasonable, even if you didn't have a disability. You do, and it needs reasonable accomodation.
If the lady doesn't listen, you need to discuss it with someone in management who can set the thermostat to a temperature that is reasonable for the majority. While the manager is setting the thermostat, he can set Lady Frigid straight.
Is the cold weather lover of an age where she might be susceptible to hot flashes? If she plays that disability card, the whole office isn't obligated to bundle up to accomodate her.

If the lady in the office is not your boss then go to your boss or supservisor as a team and inform them that it is way to cold for you and is not suitable for a working environment and that you would like the temperature set at a more comfortable degree.

I would talk to a supervisor about it. Just explain to them that you do have the medical condition which causes you to be cold anfd that you have tried to compensate by wearing warmer clothes but when the other employee turns the temp way down just because she likes it, you are so uncomfortable that you are unable to do you job.
There is no reason why anyone other than a supervisor should be messing with the temperature anyways.

Have you ever thought of getting a small space heater? My office has problems with their heating and I was freezing the first couple of days of working here. Then I went and got a small space heater at target for about $10 and now I just turn it on when I get in in the morning and I'm fine all day.
They make ones now that are not fire hazards. my sister has one that isn't even warm to the touch and sends off a loud buzzer if tipped over.

The only thing you can do is to have everyone else in your office go to your boss and complain as a group. If that doesn't fix the problem or your coworkers do not want to complain as a group, then you will have to live with the extra layers of clothes or find a new job.
