Types A and B are co-dominant. "O" just means "lacking in A or B antigens."

> Which would be dominant A+ or O+?
A+

> If Mom is A+ and Dad is O+ what will the baby have?
Any of these are possible:
A+
A-
O+
O-
To figure that out, you'll need to make a Punnett Square.
Mom has a phenotype of A+, but her genotype for blood type could be AA or AO, and her genotype for Rh factor could be ++ or +-. Dad's genotype is OO for blood type, and either ++ or +- for Rh factor. Work those out in your Punnett Square, and you'll get the phenotypes I've listed above.

While O+ is the most common blood type, A is dominant over O. However, the babies blood type will also depend on the parents back type. This works somewhat like the genes for eye color, everyone has a dominant (this is the type which you are) and a recessive (the type you carry a gene for and which may or may not be your type) so there are several possibilities for the babies blood type. These all depend on the parents genetics.
