Yes you do. Get in writing because the technician will need it and keep it when he does the install. It should state what the technician can and can't do. Some installs require holes being drilled and most landlords will not allow that. The cable company would be liable for repairs which is why they need permission.

when we were apt tenants we did not need permission because the satellite dish was not attached physically to the building..we set it up on our balcony and the wires followed the same path as the cable and no holes were drilled

All your landlord has to do is write on a piece of paper that its ok for the guy to install direct TV and sign it.
