It is boring because it seems like common sense if you know it. So look for ways to improve the instructions and turn it into a game where the more you add to the instruction the more you win.

Hi bender.
This may seem boring, but it might help save your life or the life of others. Give it your best attention, it is a very important thing to learn about. Construction sites are some of the most dangerous places to work and unsafe practices are common by morons who do not know or flout the law.
This "rubbish" as you call it is there for your protection. If you or a member of your family were seriously injured or killed at work, you would scream blue murder.
Now imagine what the courts would do to you if you were responsible for such an accident because you tried to claim the laws were "rubbish" and you didn't think they were worth learning because they were boring. These are not just brought as civil matters but also criminal matters.
Manslaughter carries a discretionary life sentence.
Still think its boring?

Sounds like you need some practical excercises to be able to relate to your Brazilian rainforest notes. Next time you pass a building site, stop and have a good look at what they are doing. Look for potential problems like stuff lying around that shouldn't be. Also, take a walk around your local industrial estate. Pay attention to loading bay practices, are they safe? In addition have a look at what people throw away in their skips (from a distance obviously) and see if anybody is breaking COSHH regulations or the European Waste Directive. After a while you'll start to get a "policemen's eye" and when something isn't right you'll spot it immediately. Your 500 pages will tell you what to look for. You may want to ask your course lecturer for more practical examples, explaining to them that having a real world applications of the documentation will aid your (and your fellow students) understanding.

Maybe try some outside studying from your book.See if anybody you know is doing the same thing as you and try to work together.Or,if you know somebody that has already dealt with this kind of stuff, then ask him/her to make it a bit easier or can help you understand it clearer.
