If by "sounding like Celine Dion" you mean her four or five-octave voice, then we are talking here about a precious gift from nature. There's nothing much to be done here. Either you are born with it, or not. Most people don't have a voice range of Dion. But it doesn't mean that they can't train their vocal cords, their breath to be able to sing well.

Vocal cords can be trained. It's like a musical intrument, one has to learn playing it. Even Celine Dion who inherited such a beautiful instrument was forced to learn how to use it. Forced because in the beginning of her career she was quite careless about it. In the 90s she had an extensive touring going on. She put an incredible strain on her vocal cords, and once, they gave up.

She was on stage to sing her song, she opened her mouth but there was no sound coming out. She was rushed to a voice doctor in NY who taught her how to preserve her voice if she wanted to sing for the rest of her life. That's what explains her silent days. Before important performances she keeps complete silence for days. Celine was terrified she might lose her voice altogether (she had recurring nightmares about it), so she adopted a vocal discipline not many professional singers can boast.

If you want to develop your voice, find a good voice teacher, learn the technique and enjoy singing your way. You don't have to sing like Celine. Be yourself. Explore your own vocal range. And what's more important have fun!
