Does it matter what I or anyone else think? I mean you obviously seem to have the idea that he likes you, so what does that tell you? We aren't there to determine what he feels and what every move he makes around you means, but you are! :) If you feel like that vibe is there then he most likely does like you...or else he is just staring at you because he is creepy :L Go for it! And for what it's worth...I think he does like you :D
