First of all, it's "K" which means KARATS not Carats. Karats is the measurment of the fineness of Gold, where Carats is the weight of precious gems (usually diamonds). Second, the most KARATS you can have is 24, which is .999 pure gold.
If your fish truley says 84K, it may not have anything to do with the gold content. However, I find no reference to this marking anywhere on the net. It could simply be a marking from the manufacturer, using it as a logo, or ID of some sort. Check it carefully to see if it may say 14K (14 Karat Gold) or even 18 K, or 18Karat Gold.

There is no such thing as 84K gold. The highest gold content available is 24K and this is too soft to make jewelry out of. It's likely 14 carat gold.
No one will be able to tell you the value without knowing the size of the piece, the approximate weight of the gold, if it definitely is gold and if the gold is solid, gold-filled or gold plate and the size of the rubies and whether or not they're real. If it's an antique, the age could add value to the piece and if it's hand made, still more value.

Take it to a pawnshop and have it tested for the gold content.
It's not 84 karats, nothing is ever 84 carats. 24K means that an item is 24 of 24 parts gold. It is very, very very rare than anything is ever made of pure 24K gold, because it is too soft and bends too easily. 18k is the highest gold content for most jewelry. That is 18 of 24parts gold, the rest is copper, nickel or silver in some combination.
It is most likely made in Spain or some other Hispanic country, and gold plated. The jointed fish design is typically from some Hispanic country. It could have been made in Macau or anywhere, I suppose.
This was a very common design. I have no idea what it might be worth.

The maximum carat of gold is 24 carat.
The 84k is probably just a hallmark.
Go to a jewellers and get it valued.

It is most likey 24k which in small writing can be mistaken for 84k. If it is 24k then it is either pure gold or plated with pure gold.
