1. Records of all the traffic citations that particular officer has made during the past few months.

2. Copies of any written reprimands or performance evaluations that the officer has received while serving the state patrol?

Copies or reprimands or performance evaluations cannot be disclosed to you for a traffic violation. There are privacy laws that prevent this. If you want a record of all traffic citations, you can get that through the specific court where the citation was written. Keep in mind that you will go to court in the municipality that has jurisdictin where you received your ticket. Example, if he was on the state patrol, he could have been issuing citations all over the state. You won't find a copy of a citation issued in Kenosha by looking in Madison. What was the citation for anyway?

#1. Yes. Traffic citations, once adjudicated, are public record.

#2. Not a chance. Any documents relating to a trooper's duty performance are NOT public record; they are private records and as such are protected by the Privacy Act of 1974.

In order for these records to be released in any manner, the trooper must be on trial for a criminal offense and these records must be determined to be evidence in either proving or disproving the allegations against the trooper. In that case the records would only be released to the prosecutor and/or the defense attorney; they would NOT under any circumstances be released to a member of the general public.

Training records, on the other hand, can be obtained by filing a motion of discovery. The only records that you can request are records directly relating to the charge you're fighting; for example, if you got a speeding ticket and are fighting it, you can request a copy of the trooper's records for this training class and this training class only, including any tests and scores of tests that he/she took in the class.

Yes...and the operating manual and calibration record for the device (radar.laser) and any training records, and proof of the cops attendance and scores. Also copies of any audio or video record the cop took of the stop. Demand these in writing from the State or local police (whatever in your state) if they refuse send demand to State Attorney General THAT always gets their attention, and a court delay.

yes. you can go to the court and ask them to pull a discovery for you. you have to pay it's cheap.
