We go through bars of soap very quickly & certain brands tend to be a little mushy. Also, our shower seems to get dirty quickly (& I've lived in quite a few different apartmets). We get brownish pink spots on the shower walls.

When we bought out home (in march) we replaced all of the bathroom plumbing - not the water tank, though.

PLAIN AND SIMPLE
If you don't have a water softiner your water is hard. How hard depends on where you live. Try a different brand of soap if thats your only problem.

Sounds like hard water, but you would be able to tell just by putting your hand under the faucet. Does it feel hard or soft? Soft water is the best thing ever so put a water softer in your appartment ASAP. Hard water turns your hair green if you are a blonde. I dont think it has anything to do with your soap though.

The best indication of soft water that I know is how difficult it is to rinse soap off your hands. The softer the water, the longer it takes.
