It is mappable to any other key on your keyboard using he IBM keymap utility if you must have it. I have my right ALT key set to act as the windows key.

The windows Key is definitely not there in most IBM Laptops.
Some people like that. Also, not needed for many things, and conserves space as well for IBM Thinkpads and etc
