Elasticity is a macro property of matter. To know on what factors it depends we have to delve in to the realm of material science of the matter.Let us consider a metal or metal alloy where the property of elasticity is most relevant. Matter is arranged in a metal in an array of atoms called space lattice.Atoms/ Moleules are arranged in a regularity at a given space. [although there are certain defects such as slips and dislocations] The elasticity would depend on the bonding between atoms. This would depend on the interatomic distance. This would also depend on the shape of groups of atoms, whether these are arranged in cubic, body centered cubic, face centered cubic, ortho rhombic etc. This would effect the atomic density for unit space. Further if it is alloyed say with carbon atoms which sit between metal atoms in the solid solution, the elasticity is greatly modified due to their presence. It will also increase the hardness.

i believe the only thing that prevents perfect elasticity is entropy according to that law no system or engine can be 100pc efficient.
as for causes of further reduction in elasticity i believe its due to the 4 forces - weak, strong, gravitational and electrical.

try think of a spring when you stretch it to some critical point it will not return to its original position.
now imagine u put kinetic energy into the floor from a ball the floor will gain the kinetic energy and return it to the ball, but perhaps in the structure of the floor parts of the molecules are passing this critical point.

i dont think this statement is exactly true but im just trying to give u an idea of how i see the concept of elasticity.
